The Port of Anchorage will host an informational meeting for potential constructors and designers to discuss Step 1 of the Anchorage Port Modernization (reconstruction) Project’s North Extension Stabilization.

The Port of Anchorage is moving forward with design and construction a modernization/reconstruction project to replace the Port’s aging docks that have far exceeded their economic and design life. Port modernization/reconstruction will:
Port officials intend to pursue North Extension Stabilization work with a two-step progressive design/build (PD/B) contract. Then intend to intend to solicit and contract with a single entity to design and build the first portion of the North Extension Stabilization for a guaranteed maximum price. This PD/D is different from a traditional design/build contract in that the guaranteed maximum price will be negotiated as the design is completed. The design will be optimized to best achieve the project goals through the collaborative efforts of the PD/B team, Port officials and Port Modernization Program management consultants (CH2M and HDR). The PD/B contract may be terminated if a guaranteed maximum price cannot be agreed upon, and then the delivery method will transition into a design/bid/build with the design being issued for bid.
We anticipate that the PD/B team will be selected on a best value basis. Our two-step PD/B procurement will solicit potential teams of designers and constructors with a request for proposal that will require teaming partners to submit their qualifications and experience along with a cost component. Project officials intend to formally issue this RFP in late October, 2016. They will short-list three teams for interviews and final selection.
This project is on a fast track and is tentatively scheduled to start construction in 2017 with completion in fall 2018. We anticipate awarding the PD/B contract in early 2017.
